New Property Purchase Rules for Foreigners in Northern Cyprus: What You Need to Know in 2025

On May 15, 2025, a new decree was published in the official gazette of Northern Cyprus (Resmi Gazete), introducing significant changes to the rules governing real estate purchases by foreigners. These regulations aim to control demand, protect the rights of local citizens, and improve market transparency.


Property Purchases by Foreigners Now Strictly Regulated

According to the new law, all real estate purchases by foreign individuals and legal entities now require official approval from the Council of Ministers of the TRNC (KKTC Bakanlar Kurulu). Clear limits have been established regarding the type and size of properties foreigners are allowed to purchase:

  • Land plots: A foreign buyer may purchase a plot no larger than 1,338 m², with permission to build only one residential house on it.
  • Apartments in multi-unit buildings: Foreigners are allowed to buy up to 3 apartments. However, citizens of countries with mutual agreements on equal rights with the TRNC may purchase up to 6 apartments.
  • Villas and private houses: One residential unit may be purchased on a plot of up to 3,300 m², and it is forbidden to build a second structure on the same property.
  • Properties within residential complexes: Foreigners may purchase up to 2 duplex villas. Citizens of friendly countries with reciprocal rights may buy up to 3 villas.

Validity Period and Important Conditions

Once the permit is granted, the buyer must complete the purchase and register the property within one year. If the transfer of ownership is not finalized within that timeframe, the Council’s decision is automatically canceled, and the permit becomes invalid.
